Shenyang Teli Petrochemical Co., Ltd., formerly a branch of Sinopec and CNPC in Shenyang, China, is itself a production base for No. 10 aviation hydraulic oil. Later, the company became independent, but it still undertakes the production of No. 10 aviation hydraulic oil. Teli No. 10 aviation hydraulic oil is one of its main products.

The performance of Teli No. 10 aviation hydraulic oil is comparable to that of Kunlun's similar products, and is also similar to that of similar products under MIL-PRF-5606L. The product has outstanding low-temperature performance and can be used stably in an environment of minus 60 degrees Celsius.
